An electrified shopping cart -- neighborhood vehicle

I've started work on a building an electric neighborhood vehicle adding an electric motor to a $50 shopping cart, and aiming to keep the speed at 10-12.5 mph, and the range at about 20 miles between charges. Follow along: I'm a PhD and should know what I'm doing. Unfortunately this is my first cart. I've attached part one.
